how to rid the dock of silt

This ex Purser came in the dock this morning and Ray said it tried to go into the marina but the gates didn't open wide enough because of silt behind the gate, even after the boat poked it a couple of times. I photoed it tied on the wall with the engine ahead causing a massive stream halfway round the dock. I wonder if the dock asked him to do it to clear the sandbanks.
